Consistent with the regulations implementing NEPA, BOEM contracts with a third party for the preparation of an Environmental Impact Statement for the review of a Construction and Operations Plan (COP) submitted by an offshore wind developer. RPI is presently providing scientific, technical, and NEPA compliance expertise to support the preparation of third-party Environmental Impact Statements for COPs for two offshore wind projects offshore of New England. RPI is typically a subcontractor to a larger firm and our scientists serve as Subject Matter Experts in multiple areas to support impacts analyses, including coastal habitats; geology and benthic resources; and finfish, invertebrates, and Essential Fish Habitat.

We also provide geospatial analyses and develop responses to public and agency comments with respect to these same resource areas. Our experience with offshore wind also extends to Literature Synthesis of Potential Environmental Impacts Associated with Alternative Energy Uses of the Outer Continental Shelf (OCS STUDY MMS 2007- 038) and an effects matrix to streamline the evaluation of potential impacts of offshore wind development on coastal habitats (OCS Study BOEM 2017-014).
